Direct grants are made from funds that are available for the program to provide an income support to those participants who apply. Grant money can be for a specific amount for a period of time, or it can be for a lifetime allowance based on a set budget for the program. When it is time for the applicant to work, or when financial needs come in, they are given the flexibility to work. Once the applicant has had sufficient income support for a period of time, they have a choice of which activities they want to pursue while still maintaining eligibility for their grant. For example, they can become a part-time worker, or take part in another program.

The government is pushing ahead with plans to build hundreds of kilometres of new roads, despite widespread criticism of the plan, an opposition MP says.

The $4.2 billion (U.S.) Trans-Mountain expansion of the Canada-to-Alberta pipeline project is scheduled to begin in late 2018.

The federal Infrastructure Minister Amarjeet Sohi told the House committee Tuesday that it is “not possible by any stretch of the imagination” to build all the highways and roads needed to accommodate the massive project at this point.

“It is simply a matter of time,” said Sohi, who said the Conservatives have invested more than half a billion dollars into the project over the past four years alone.

“This is not a political decision.”

The Opposition New Democrats accused Sohi of ignoring environmental concerns, noting that two large oil spills from the project have already occurred, and that a study has found those spills could worsen the health of First Nations in the region if not dealt with quickly.

“This is just another bad deal for First Nations. It’s just another example of how the Harper government doesn’t care about communities,” said NDP Leader Tom Mulcair.
